Where can I verify the identity of insurance brokers and insurance agents?
For information on insurance intermediaries that are still valid after September 23, 2019, or newly applied after that day, you can find them on the public search on the website of Insurance Authority:
The development history of insurance brokers and insurance agents
The insurance industry did not have a unified regulatory agency responsible for the regulation of the entire industry before September 23, 2019. In the past, the insurance industry adopted an industry self-regulation method to maintain industry standards, while insurance brokers and insurance agents were supervised by different agencies. Insurance brokers were previously regulated by professional bodies such as PIBA (Professional Insurance Brokers Association) and CIB (The Hong Kong Confederation of Insurance Brokers). These two institutions are responsible for registering qualified insurance brokers and maintaining registers before the Insurance Authority (IA) takes over.
In the past, insurance agents were supervised by the Hong Kong Federation of Insurers, HKFI). The HKFI is an organization established by multiple insurance companies. Before the IA took over, the HKFI had the power to register qualified insurance agents, responsible officers, and business representatives, and was also responsible for dealing with complaints about registered insurance agents, responsible officers, and technical representatives.
Where can I verify the identity of insurance brokers and insurance agents?
Since the IA took over, only the license records of the current insurance intermediaries were uploaded, and the old records may not be available online. If you want to check the insurance intermediary license records before September 23, 2019, you can try the following two methods.
Method 1: If you would like to use the records for self-reference and evaluation purpose only, verbal confirmation is sufficient:
- Call 38999983 during office hours of the Insurance Authority
- Select language (Press 1 in Cantonese), press 3 Matters regarding insurance companies and insurance intermediaries supervision (1 regarding company matters and 2 regarding intermediaries matters)
- After pressing 2 it will broadcast a long audio recording, eg. explaining what is a broker and what is an agency
- After all the recordings are completed, you can return to the main menu or press 1, 1, 0 to connect to the staff on duty
- A staff member will answer the call and provide the staff with the HKFI/PIBA/CIB license number or ID card number of the intermediary
- If the license has expired in recent years (and if the staff said that it can still be checked), the staff can check through the internal system
Method 2: If you need a more formal reply that has good reference value, for example, the company requires a written proof, you can get a confirmation in writing:
Email enquiries to [email protected]
Attach the HKFI/PIBA/CIB license number or ID card number of the intermediary along with the email and request the license record from the staff
